Compliance First for Worry-Free Exports

The EU Regulation on Packaging and Packaging Waste (Regulation (EU) 2025/40, referred to as PPWR) is counting down to its official rollout. It will enter into force mandatorily across the EU on 12 August 2026, fully replacing the nearly 30-year-old outdated Packaging Directive 94/62/EC, and setting the strictest ever access thresholds for all packaging goods exported to the EU.

I. Core Mandatory Requirements of the New EU PPWR Regulation (Effective 12 August)

These enforceable clauses directly determine whether goods can be cleared smoothly for entry into the EU market. Non-compliance will result in customs detention, product delisting from e-commerce platforms, and fines up to 6% of the enterprise’s annual turnover. Key mandatory criteria are specified as below:

1.Heavy Metal Limit Control The total content of four heavy metals (lead, cadmium, mercury and hexavalent chromium) in packaging materials shall not exceed 100mg/kg, applicable to all paper-based and composite packaging.

2.Stringent PFAS Limits for Food Contact Packaging For our core food-contact baking greaseproof paper and silicone-coated paper, the limit is set at ≤25ppb for individual PFAS substances, ≤250ppb for the sum of targeted PFAS, and total organic fluorine content capped at 50ppm. Products exceeding the limits must be accompanied by fluorine content test certificates in accordance with WTO rules.

3.Mandatory Recyclability Requirements All packaging placed on the EU market must pass recyclability assessment, adopt single, easily recyclable material structures, and avoid multi-layer non-peelable composite processes to meet circular economy design standards.

4.Obligation to Retain Mandatory Documentation Exporters are required to issue a PPWR Declaration of Conformity (DoC), complete Technical Dossiers (TD), and third-party test reports, as well as complete full-chain traceability filing. Import authorities may request these documents for inspection by EU regulators at any time.

 

II. PPWR Compliance Achievements of Jiabei (For Core Product Lines)

2.Fully Archived Compliance Technical Documentation Model-specific PPWR Declaration of Conformity (DoC) and Technical Data Sheets (TDS) have been compiled, covering material composition, production processes, eco-friendly ink grades and other detailed information.

3.Established Regular Compliance Control System Special PPWR inspection checkpoints are embedded throughout the whole workflow, including incoming raw material testing, in-process production control and finished goods sampling inspection before delivery. Test records are archived for every batch of goods shipped to the EU.
